MTA - Independent Engineering Consultant:
McKissack served as Prime Contractor on the New York State Metropolitan Transportation Authority (MTA) Independent Engineering Consultant Services (IEC) contract from 2009 – 2023.
Required under the Public Authorities Law, the IEC reported publicly to the Capital Program Oversight Committee (CPOC) of the MTA Board and assisted the Board of Directors by providing oversight of the entire MTA Capital Program comprised of a Core, Sandy Resiliency and Security components. Projects under the MTA’s 2020-2024 Capital Program, valued more than $54 billion, touched all facets of the transportation industry and include the MTA and its operating agencies, such as New York City Transit, which includes New York City Bus and Staten Island Railway, Long Island Railroad, Metro-North Railroad (MNR), Bridges and Tunnels and major projects executed by MTA Capital Construction. Project types included multi-billion dollar network expansion projects, bus depot, rail yard and shop reconstruction, bridge, tunnel and station rehabilitations, ADA accessibility improvements, signal system replacement and modernization, right-of-way rehabilitation and expansion, rail and bus fleet procurement, traction power sub-station replacement and upgrade, viaduct rehabilitations, Communications Based Train Control, Positive Train Control, New Fare Payment System and other risk-based, new technology and public facing projects.
As IEC, the McKissack team monitored all major design and construction projects for compliance with construction and project management, budget, schedule, safety, and quality requirements. We provided Risk-Based project monitoring, which involved monitoring and evaluating the planned and ongoing capital programs and projects, including work scopes, budgets, cost estimates, and schedules. The projects selected for monitoring were based on risk, which encompassed projects that met one more of the following criteria: high value, unique/complex, public facing, technology maturity, and community/operational impact.

McKissack started providing oversight on select Superstorm Sandy projects in 2013. These projects included NYCT’s Canarsie Tube Rehabilitation, Staten Island Railway Clifton Shop, NYCT’s South Ferry Station Complex, B&T’s Hugh L. Carey Tunnel Restoration, B&T’s Queens Midtown Tunnel Rehabilitation, Metro-North’s Hudson Line, Phase 1 and 2– Power and C&S Infrastructure Restoration, NYCT’s -Coney Island Shop and Yard Flood Mitigation, NYCT’s-207th street Yard Flood Mitigation & Yard Signals Upgrade, Rutgers Tube Rehabilitation, and NYCT, Coney Island Shop and Yard Flood Mitigation & Cable Recovery.
The McKissack team also provided Security Oversight Work, which included monitoring, evaluating, providing recommendations, and reporting on MTA Capital Security Program projects.
